Are there any instrumental techniques for determining high H2O2 concentrations?

What electronic or electrochemical instruments are there to measure up to 2000 ppm of H2O2?

You can devise amperometric and polarographic methods for doing hydrogen peroxide determinations. But at concentrations of peroxide that high, it's quicker, cheaper, and more accurate to just titrate your sample with KMnO4 and be done with it.

5 H2O2 + 2 MnO4- + 6 H+ 5 O2 + 2 Mn2+ + 8 H2O
