Can the percent s and p character in a hybrid orbital be measured experimentally?

It's important to realize that hybridization is part of the valence bond theory. It is not something that is directly observed in an experiment. You can explain a structure measured experimentally using hybridization, but you can't directly measure hybridization. See another question for a specific example of this.
